What the book argues
Machine cognition has become cheap enough to change what an organization can propose, draft, model and try. It has not changed what it takes for one of those proposals to become something the institution actually does, with real people depending on it. Between the proposal and the operation there is a decision, and somebody answers for it.
Managing After Intelligence is a management argument about that decision: where it sits, how often it is made by default, and what comes into view when work that used to disappear into the phrase rolling it out resolves into a set of decisions with owners.
It does not tell you who should answer. It changes what you will accept as an answer — not a name, not a reporting line — and sometimes the honest finding is that nobody owns it at all.
